A. <br />Presentations <br />Redevelopment of Twin Lakes <br />Move to accept the preliminary proposal of Rottlund Companies to be designated <br />as the Master Developer for the 275 acre Twin Lakes Redevelopment Area, subject <br />to completion of a preliminary master developer agreement (prepared by the City <br />Development Attorney Jim Casserly) and approval by the City Council at the <br />December $, 2003 meeting, and providing 90 days thereafter to complete a final <br />development agreement. The agreement shall include the use of public <br />development tools including public purpose condemnation as needed to establish <br />fair market value as a fast resort, tax increment financing, bong term assessments, <br />deferred assessments, Industrial Revenue Bonds, infrastructure bonds, grants and <br />loans. <br />motione <br />Move to direct the staff to prepare options for an advisory stakeholder team for <br />Council review and approval on December 8, 2003. The purpose of the advisory <br />team is to work with the Master Developer to ensure that the City's goals and <br />objectives for the Twin Lakes Master Plan are realized. <br />Motion: <br />Move to direct the staff to prepare a City of Roseville proposal for Aliina, in <br />response to the Allina/Ryan Companies concept for the Allina headquarters <br />building at Twin Lakes, to be reviewed approved by the Council on November 24, <br />2403. <br />
