C)CP
November l4, 2003 j W"G-1I m
City of Roseville
2660 Civic Center Drive
Roseville, MIS 55113
Re: Twin Lakes Coordinated Implementation Plan (TLCIIP)
Dear Mr. Mayor and Members of Council:
The Rottlund Company, Inc. doing business as David Bernard Builders and
Developers, respectively request your consideration in naming our company as the
designated master developer for the Twin Lakes Redevelopment Area.
Over the last year David Bernard has worked closely with Mr. Daniel Commers of
Roseville Properties and Mr. John Johannson of Welsh Companies, in an effort to
move forward the redevelopment of the Turin Lakes area. Based upon our experience
in coordinating redevelopment projects of this nature and financial ability, Mr.
onnners and Mr. Johannson support our request to be named as the master
developer. Given the current proposed plans, which indicate residential as the largest
development component, we feel we are uniquely qualified as the master developer.
Builder Magazine currently ranks us as the gh largest developer of attached for -sale
housing in the country. (Attached for your reference, a brief sun nary of Master
Developer experience.)
On Monday, November 17, 2003, the City Council will be asked to consider a
number of items concerning the Twin Lakes redevelopment area_ One of these items
is consideration of options for implementing the redevelopment play. Five basic
organization types are discussed by staff including the master development approach
"wherein the City selects one development company to coordinate all specialized
redevelopers, the streets, utilities and contamination clean -up, based on city plans and
with city assistance," For a number of reasons, we consider the master developer
approach to be preferred over the other four organization types. The reasons are as
follows:
As the master developer, we would be responsible for negotiating privately, the
acquisition of all property within the Twin Lakes redevelopment area. This is by
far the most cost-effective approach and may help avoid the use of eminent
domain by the City. (As you may be aware, Roseville Properties already has
made a significant investment in acqum' 'rig properties with T in Lakes.)
