A. <br />Department Approval: Manager Approved: Agenda Section: <br />DPW/CB <br />REPORTS <br />Item Description: Recommendation on Proposed Hone & Garden Award Program and <br />update on Mousing & redevelopment Authority's Housing Plan as part of the <br />Comprehensive Plan. HF000 <br />1.0 Requested Action <br />1.1 By motion, accept the HRA and Parrs and Recreation Commission recommendation for a <br />process to evaluate the establishment of a Home & Garden Award Program in Roseville as a <br />volunteer effort. <br />2.0 Background <br />2.1 On April 10, 2003, the Council requested that the evaluation of the merits of a Home <br />Garden Award Program be referred to the Parks & recreation Commission and the <br />Housing & Redevelopment Authority for further study. The proposed program would <br />provide awards to residents and businesses that ingest in their homes, businesses and <br />gardens. <br />2.2 The ILIA and Parks and Recreation Commission members discussed the proposed <br />program at their meetings and felt that there was enough interest to evaluate the costs and <br />benefits of developing a program in Roseville. Baru Marks was assigned as the H A <br />liaison to further review the program along with Kathleen Cassen Mickelson and <br />Rochelle westlund from the Parks & recreation Commission. <br />2.3 Those members along with H A and Parks and recreation staff' met on September 17 to <br />discuss the program. Community Development intern provided the background research <br />on several variations of Home & Garden Awards program throughout the US and <br />Canada. <br />3.0 Subcommittee Recommendation (Notes Attached) <br />3.1 Attached is a summary of the subcommittee - s discussion and suggested recommendation for <br />review of the merits of a Home & garden award program in Roseville. <br />3.2 The committee recommends that a booth or table be set up at the Roseville Home & Garden <br />Show on January 31, 2004 to generate interest, ideas and volunteers for the development of <br />a volunteer nun program. If there is no interest generated at the Horne & Garden Fair for the <br />program, the subcommittee will reevaluate its approach and determine if there remains <br />enough interest to continue since there is no budget to administer a City or HA run program <br />at this time., <br />Koine & Garden Award PrngramUiousing Plan - Page t of 2 <br />
