Twin Lakes
Page
November 14, 2003
2. As the master developer, we would be responsible for the preparation of a master
plan, reflective of the aspirations of a number of parties and stakeholders, but
most importantly, reflective of the vision of the City.
3. As the plaster developer we would be responsible for coordinating the efforts of
specialized development firms such as Roseville properties, welsh Companies
and the Ryan Companies. Given the complex nature of infrastructure
improvements required to support the development such as transportation
improvements, stone water management facilities, etc. a master developer is
required to balance these costs to insure all parties contribute fairy to the overall
development. Specifically, we are currently working with the welsh Companies
and the Ryan Companies in other development protects throughout the Twin
Cities.
4. Someonc has to accept the responsibility and burden for insuring the
implementation of the long -term master plan of Twin Lakes. The master
developer provides the City with direct accountability and responsibility for the
realization of the vision, goals and objectives of the City's plan.
5. Significant environmental clean -up work is required -to allow the development to
go forward. Since this environmental clean-up work does not follow prop
lines currently or as part of the Twin Fakes plans, one entity such as the piaster
developer is nest equipped to complete this work on a timely efficient and
economical basis.
In the interest of moving the Twin Lakes Redevelopment forward, we would ask the
Council to designate The Rottlund Company, Inc., doing business as David Bernard
Builders and Developers, as tentative master developer, pending the completion of a
formal development agreement consistent with the objectives of the Turin Fakes
Redevelopment Area Plan.
If you have any questions or comments, please feel free to contact me at 651-638-
0500.
Very truly yours,
Todd A Stutz
President, David Bernard Builders and Developers
