2. Approval of the grading, drainage, and utility plans by the public Works <br />Department, prior to the issuance of any permit (except demolition) for the site <br />and approval/permits for access points and/or work in right-of-way, by the State, <br />County, and/or City. <br />3. Approval of the storm water management plan and/or permit by the Grass Ike <br />Watershed. <br />4. Approval of the site and landscape plan, and the building floor plans and <br />elevations for Phase one, (reconstructed school) by the Community <br />Development Director or designee, prior to the issuance of a building permit. <br />5. Submittal of a site lighting plan for Phase I to be reviewed and approved by the <br />Community Development Department and included in the PPUD agreement. <br />6. A gate(s) be designed and installed in the north parking lot to prohibit weekday <br />school traffic from entering and exiting the site from Woodbridge Street. Said <br />gate must be designed to breakaway to case of an emergency on the site. <br />9.0 SUGGESTED CITY COUNCIL ACTION: <br />9.1 ADOPT AN ORDINANCE rezoning the forth Heights Lutheran Church property (2701 <br />2651 Dice Street) from R-1, Single Family Residence District to Planned Unit Development, <br />with an underlying zoning of R-1, Single Family residence District. <br />9.2 BY MOTION APPROVE THE FINAL DEVELOP lEI T PLAID FOR PHASE I (three <br />story K-12 school, 750 seat auditorium} 400 seat gymnasium, off ices, support rooms, 83 on -site <br />parking spaces) and APPROVE THE ENE A T CONCEPT PLAN FOR PHASE II <br />(1,200 seat sanctuary, classrooms, offices, support rooms, and 417 on -site parking spaces), and <br />associated site improvements, for the property located 2651 and 2701 lice Street, subject to the <br />conditions of Section g of the project report dated April 2, 2003. <br />9.3 BY MOTION APPROVE THE PLANKED UNIT DEVELoPM[E T AGREEMENT for <br />the Phase I redevelopment project by Forth Heights Lutheran Church. <br />Prepared by: Thomas Fasche, City Planner (651-792-7074) <br />Dennis Welsch, Community Development Director (651-792-707 1) <br />Attachments: site plans, narrative, location map, Enaxneering traffic /speed study, aerial photo, draft ordiance& PLTD <br />agreement. <br />PF3449 RCA Final Development - '111703 Page 8 of 8 <br />
