7.2 The Roseville City Code requires I space for every 3.5 seats within the main assembly area and 1.25 spaces for each elementary classroom. The proposal by North Heights includes a 1,200 seat sanctuary and a 46 classroom elementary school which requires a minimum of 401 on -site parking spaces. The proposal includes 83 on -site spaces provided with Phase 1 and 334 on -site spaces provided with Phase 11. Joint parking (arid proof of parking) will be required due to the different tines in which school is in session and when the majority of the church functions occur. 7.3 Site lighting could be an issue for the adjacent property owners and neighborhood. The Community Development Department has not reviewed a specific site lighting plan for either phase, but has discussed lighting options with the design team. A lighting plan meeting the minimum standard of 0.5 foot candles at the property line will be required for inclusion with the Phase I Planned Unit Development Agreement. 7,4 4 All roof top mechanical equipment must be 100% screened from view at the property line. Upon final design of the HVAC system it is possible that an increase in the overall building height (parapet wall) would occur. However, it is not anticipated that overall height will change dramatically from that indicated in the proposal. All ground mounted equipment, perhaps associated with the sanctuary, should be located on the cast or north side of the building and be 100% screened from view. Should an emergency generator be contemplated, the plans must indicate the proposed location and the generator must Meet all applicable State decibel levels. 8.0 STAFF RECOMMENDATION: 8.1 Based on the information provided and the findings ' in Section 4, 5, 6, and 7 of this project report, staff recommends the following: a. Approval rezoning from R-1 to PUD, with an underlying zoning of -1. b. Approval of the Final Development Plan for Phase I and the General Concept Plan for Phase II. C. Approval of the Phase I Planned Unit Development Agreement. d. All subject to the following conditions: The design of the North Heights Lutheran Church Campus blaster Plan should be compatible with the general context and human sole of the neighborhood for both architecture design and building materials. It is set back from. residential areas and is similar in mass to the apartment complexes to the north. The school and sanctuary structures incorporate a fiat roof consistent with a school and have added other architectural elements to further enhance each structure and reduce the visual mass of the building. Other enhancements to reduce appearance of building mass and height could include different sets of windows, large expanses of sirmflar facade materials, and contextually snatching brie.
