7.2 The Roseville City Code requires I space for every 3.5 seats within the main assembly area and <br />1.25 spaces for each elementary classroom. The proposal by North Heights includes a 1,200 <br />seat sanctuary and a 46 classroom elementary school which requires a minimum of 401 on -site <br />parking spaces. The proposal includes 83 on -site spaces provided with Phase 1 and 334 on -site <br />spaces provided with Phase 11. Joint parking (arid proof of parking) will be required due to the <br />different tines in which school is in session and when the majority of the church functions <br />occur. <br />7.3 Site lighting could be an issue for the adjacent property owners and neighborhood. The <br />Community Development Department has not reviewed a specific site lighting plan for either <br />phase, but has discussed lighting options with the design team. A lighting plan meeting the <br />minimum standard of 0.5 foot candles at the property line will be required for inclusion with <br />the Phase I Planned Unit Development Agreement. <br />7,4 4 All roof top mechanical equipment must be 100% screened from view at the property line. <br />Upon final design of the HVAC system it is possible that an increase in the overall building <br />height (parapet wall) would occur. However, it is not anticipated that overall height will <br />change dramatically from that indicated in the proposal. All ground mounted equipment, <br />perhaps associated with the sanctuary, should be located on the cast or north side of the <br />building and be 100% screened from view. Should an emergency generator be contemplated, <br />the plans must indicate the proposed location and the generator must Meet all applicable State <br />decibel levels. <br />8.0 STAFF RECOMMENDATION: <br />8.1 Based on the information provided and the findings ' in Section 4, 5, 6, and 7 of this project <br />report, staff recommends the following: <br />a. Approval rezoning from R-1 to PUD, with an underlying zoning of -1. <br />b. Approval of the Final Development Plan for Phase I and the General Concept Plan for <br />Phase II. <br />C. Approval of the Phase I Planned Unit Development Agreement. <br />d. All subject to the following conditions: <br />The design of the North Heights Lutheran Church Campus blaster Plan should <br />be compatible with the general context and human sole of the neighborhood for <br />both architecture design and building materials. It is set back from. residential <br />areas and is similar in mass to the apartment complexes to the north. The school <br />and sanctuary structures incorporate a fiat roof consistent with a school and have <br />added other architectural elements to further enhance each structure and reduce <br />the visual mass of the building.
