D. <br />Department Approval: Manager Reviewed: Agenda Section: <br />Consent <br />Item Description: Approving Certain Bids and Alternates for the City Center <br />Redevelopment Project <br />Background: Progress on the building project continues only slightly behind schedule. Staff is <br />seeking council approval of additional items at this time to keep the project moving forward <br />toward a 2004 completion. <br />The City Council has approved 42 of the 45 bid groups for the City Hall and Maintenance <br />Building Project. There were no bids received for Bid Group #30 (Display Boards) or Bid Group <br />#36 (Wire Mesh Partitions). Dustin Schwake of McGough contacted three different companies <br />for each bid group requesting quotes for this work. We are now prepared to recommend award <br />of Bid Group #30 and #36. <br />We also recommend the approval of two additional alternates at this time. As previously <br />discussed with the Council, a number of alternates were bid to allow the flexibility to keep this <br />project within budget. The alternates we are recommending at this time are upgraded light <br />fixtures throughout the office areas and a brick screen wall to screen the City Hall emergency <br />generator from the parking lot. It will be located at the northwest corner of the police addition to <br />City Hall outside of the building. This will provide full screening of this equipment versus the <br />ornamental fence provided on the base bid. <br />The base bid included an egg crate -style direct lighting fixture throughout the new office areas <br />and throughout the remodel areas. The corridor and lobby areas were bid with a more energy <br />efficient indirect lighting fixture. The alternate bid replaces the direct lighting fixtures with the <br />higher efficiency indirect fixtures. The indirect lighting is much easier on the eyes because it <br />reduces glare and shadows produced by direct lighting. We also receive additional rebate from <br />Xcel Energy for this upgrade. <br />The Police Addition was designed with an evidence /property storage room and a file workroom. <br />To maximize use of space, these areas require high density storage systems to be installed. This <br />is much more economical than building larger footprint buildings for these purposes. Staff has <br />received quotes for these systems and is recommending purchase at this time due to the rail <br />installation, which needs to be recessed into the concrete floor. <br />Discussion of Bid: Mid - America Business Systems submitted the low bid in the amount of <br />$12,198 for the display boards (Bid Group #30). Central Wire & Iron Works submitted the low <br />bid in the amount of $10,160 for the wire mesh partitions (Bid Group #36). Three quotes were <br />received for the high density storage systems. Tab Products is the low bidder for these systems at <br />a cost of $24,447.73. The alternates affect several of the existing awarded building contracts. <br />Upon approval, those contracts will be appropriately amended based on the alternate price <br />
