J) Impacts on adjoining single family areas should be limited by increased side yard <br />setbacks and landscaping; front and rear separation by streets, commercial or- <br />industrial development; or parks and open space. <br />g) Higher density development should be required to include such improvements as <br />masonry exterior, higher window and wall insulation packages, underground parking, <br />more usable open space than normally required, porches, landscaping, underground <br />parking, and amenities packages within each unit. <br />h) Building design standards should be used which contribute to neighborhood <br />openness, communication, and interaction. <br />i) Design and performance standards should provide adequate height and setback <br />combinations for situations where taller multi family units are proposed as infill <br />projects adjacent to single family areas. Such infill should be limited to medium density <br />(or lower) projects. <br />9. Require fair housing practices. Disperse types and scale of housing units within the City for <br />all ages, in all stages of the life cycle. Discourage high concentrations oj'low and modest cost <br />housing in any portion or neighborhood. <br />a) Provide quality, low density rental and owner - occupied residential units, <br />particularly one level. <br />b) Create affordable and /or subsidized congregate rental units for- seniors and others <br />with special needs. <br />c) Consider senior housing in areas with nearby amenities such as shopping, medical, <br />community and church facilities, and volunteer programs. <br />5.2 The following is the Demographic Profile for this neighborhood — Planning District 11, <br />excluding the new 22 townhomes to be constructed by Master Piece Homes on County Road B: <br />® 298 single family homes <br />a 152 acres of single family residential land <br />40% land area in golf course <br />Less than 4 units per acre <br />65% of the households have no children <br />60% of households occupied by 2 persons or less <br />47% of heads of household age 55 or older <br />Only 100 persons under the age of 14 <br />60% of the housing units are over 50 years old <br />The Staff estimates that the 36 units proposed in this development will have a similar <br />demographic profile.
