Regular City Council Minutes — 10/13/03 DRAF T Minutes - Page 7 in the staff report dated October 13, 2003„ that are still in violation and to assess costs of the work to property taxes. 7.1 Kysylyczyn moved, Schroeder seconded, authorizing the Community Development Department to abate those City Code violations identified in the staff report dated October 13, 2003 that are still in violation, and to assess costs for the work to the property taxes for the parcel located at 1992 Cleveland Avenue; recognizing the bid parameters outlined in the staff report, Section 6.1. Mr. Welsch recognized the major improvements accomplished to -date and credited the property owner and code staff, in addition to the patience of abutting neighbors; recognizing approximately 100 hours of staff time over the last two (2) years. Roll Call Ayes: Maschka, Klausing, Kough, Schroeder, and Kysylyczyn. Nays® None. B. Ryan Twin Lakes Designated Developer Status (PF 3232) 3.1 Kysylyczyn moved, Schroeder seconded, adoption of Resolution No. 10151 entitled, "Resolution ;" authorizing the conclusion of the first offer obligation under the Development Agreement by and between the City of Roseville and Ryan Twin Lakes Limited Partnership for the Twin Lakes Development Subdistrict, effective November 24, 2003. Community Development Director Dennis Welsh reviewed the background of the designated developer status with Ryan Companies. Mr. Welsch noted positive accomplishments of the agreement, providing new development and jobs, major Brownfield clean up, additional tax base, and other amenities. Mr. Welsch further noted today's development market and the Resolution 10151 Ryan Twin Lakes Designated Developer Status (PF 3232)
