Regular City Council Minutes — 10/13/03 <br />DRAFT Minutes - Page 16 <br />comment at the November 24, 2003 meeting, and <br />December 8 and December 15 for finalization of the 2004 <br />budget. <br />Councilmember Maschka requested that Mr. Miller <br />provide the information at his earliest convenience, even <br />prior to the November 13, 2003 requested deadline to <br />allow Council adequate time for review and additional <br />research if needed. <br />Mayor Kysylyczyn and Councilmember Maschka <br />discussed the Fire Relief Association and unfunded <br />liability requirements with Finance Director Miller; with <br />Mr. Miller directed to explore recertification and the cost <br />involved for additional study. <br />City Manager Beets advised Mayor Kysylyczyn that staff <br />had been receiving inquiries from the public as to the date <br />set aside for public comment related to the 2004 budget <br />and specific programs. <br />Mayor Kysylyczyn recommended, with Council <br />concurrence, that November 17, 2003 be set as the date for <br />public commented on the 2004 Budget. <br />Further discussion ensued regarding specific planning <br />cases and timing. <br />Finance Director Miller interjected that the Truth -in- <br />Taxation meeting had been established with Ramsey <br />County for December 8, 2003 with notices in process, and <br />could not be revised at this time; and that that the final <br />budget could not be enacted at the Truth -in- Taxation <br />meeting, but 5 — 7 business days following the Hearing. <br />Proposed Meeting Schedule — Remainder of 2003 <br />Scheduled Meeting <br />Agenda Items <br />October 20, 2003 <br />a Land Use Cases <br />November 17, 2003 <br />® Land Use Cases <br />® Public Hearin — 2004 Budget <br />November 24, 2003 <br />• Budget Discussion <br />December 8, 2003 <br />• Truth -in- Taxation Hearin <br />
