I Allison Eklund, 2333 Roselawn, expressed concern about traffic and children. She is concerned <br />2 about the impact of 60 people driving in the area. Has the plan for MnDOT to close off County <br />3 Road S been looked at? This project concentrates traffic in one neighborhood. She asked that the <br />4 City review this with MnDOT (staff to follow up). <br />5 <br />6 Jon Abeler, 2339 Roselawn Ave., expressed concern with traffic and need for a traffic light at <br />7 Roselawn and Fulham. It is a county responsibility. Traffic counts and prevailing speeds are <br />8 available. <br />9 <br />10 Mr. Abeler asked if electric lines could be moved or buried along Roselawn Avenue (no). He <br />11 also stated there is little tax benefit. <br />12 <br />13 Kristine Rogers, 2232 Draper Avenue, asked if the decision could be reviewed from the <br />14 perspective of, "if you lived in one of the homes ". <br />15 <br />16 Cathy Robbins, 1961 Midland Hills Drive, said United staff has been exceptional to work with. <br />17 The building is extremely large. There is nothing similar in the neighborhood; it is out of scale, <br />18 and a change from R1 to R3 within 100 feet of the existing homes is troubling. <br />19 <br />20 Ron Warness, 1945 Midland Hills Road, supported the concept for the project. The project will <br />21 benefit both the neighbors and the city. <br />22 <br />23 Larry Demerest, 1955 Lake Street, expressed concern about workers at 5:30 a.m. Worker parking <br />24 is a concern. (7:00 a.m. is the required start time. A similar issue is at Arona.) <br />25 <br />26 Professor Ed Sucoff, 1974 Midland Hills Drive, explained that trees along the property line will <br />27 not shield and will not work for at least five years. The existing trees are thin crowned. The <br />28 proposed conifers will take 5 to 10 years. <br />29 <br />30 John Abler asked what is the next step. What can be done regarding traffic concern? Chair <br />31 Mulder explained the hearing process. He explained the assurances that must be met and become <br />32 a requirement of the approval. Thomas Paschke explained the review process. Mr. Abler also <br />33 expressed concern with speed of traffic. Member Mulder asked that the MnDOT and County <br />34 have an answer on the Highway 280 plan (staff to update for Council). <br />35 <br />36 Mike Morrison, President, Midland Hills Country Club, explained the support for the project. <br />37 <br />38 Andre Soupre owns property in the area, asked the process the Planning Commission will use to <br />39 vote. Chair Mulder explained the process. <br />40 <br />41 Member Traynor asked staff to explain housing needs in the city. Dennis Welsch explained the <br />42 demographics. <br />43 <br />44 Kristine Rogers commented on school conditions. <br />45 <br />46 Member Mulder closed the hearing. <br />47 <br />48 Member Peper summarized: the building has been moved 100 feet from property line; the <br />49 landscaping is individualized; the decorative lighting will be complete; opportunity for young <br />50 families. <br />51 <br />
