I Member Bakeman stated she has mixed feelings. Midland Hills provides green space to the <br />2 community, but she is bothered by mass of building. Changes in trees will have an impact. This <br />3 is a good plan for the site and the value of the project. She asked that additional conditions be <br />4 attached: <br />5 <br />6 1. Condition #7.2 Parking — must be clarified for all users, but no parking on street <br />7 unless redesigned <br />8 2. Comprehensive site lighting plan must be reviewed and approved by staff (See <br />9 Condition #7.3) <br />10 3. Mechanical equipment (Condition #7.4) <br />11 4. Construction hours schedule construction parking to be regulated and part of <br />12 approvals. <br />13 Member Traynor added a condition: <br />14 5. An approved (by staff) landscape plan that meets the satisfaction of the neighbors. <br />15 Member Bakeman added: <br />16 6. Drainage tiles and drainage plan as approved by staff. <br />17 7. Marketing must be to Roseville residents first and through Senior Linkage Program. <br />18 <br />19 Motion: Member Bakeman moved, second by Member Peper, to recommend <br />20 approval of a COMPREHENSIVE PLAN AMENDMENT from LR, Low Density Residential to <br />21 MR, Medium Density Residential (town homes) and from Golf Course to HR, High Density <br />22 Residential (condominium). <br />23 Ayes:5 <br />24 Nays: 1 (Traynor) <br />25 Motion carried 5 -1. <br />26 <br />27 Member Traynor said he has concern about the scale of the condos, but could approve the <br />28 subdivision. <br />29 <br />30 Motion: Member Bakeman moved, second by Member Stone, to recommend approval of the <br />31 PRELIMINARY PLAT, creating 6 town home lots, a common lot, and a single condominium lot. <br />32 Ayes:6 <br />33 Nays:0 <br />34 Motion carried 6 -0. <br />35 <br />36 Motion: Member Stone moved, second by Member Peper, to recommend approval of the <br />37 REZONING from R -1, Single Family Residence District to Planned Unit Development with an <br />38 underlying zoning of R -6, Townhouse District, and R -3, General Residence District. <br />39 <br />40 Chair Mulder asked Thomas Paschke how many units could be constructed in an R -1 zone. <br />41 Thomas Paschke said four units per acre, up to 10 -12 total units because of shape of parcels. <br />42 <br />43 Ayes:5 <br />44 Nays:1 <br />45 Motion carried 5 -1. <br />46 <br />47 Motion: Member Stone moved, second by Member Peper, to recommend approval of the <br />48 GENERAL CONCEPT DEVELOPMENT PLANNED UNIT DEVELOPMENT PLAN, subject <br />49 to the conditions stipulated in Section 8 of the project report dated October 1, 2003: <br />50 <br />51 a.
