B. <br />Director Approval: Manager Approval: Agenda Section: <br />DW/ CONSENT <br />Item Description: Mc arrons Neighborhood Study <br />1.0 Background <br />.1 On June 2. 2003, the codes staff asked for Council court citation direction regarding the code <br />compliance case at 185 N. McCarrons Blvd. The property is vacant and owned by developer <br />Dennis Guptil who lives in St. Paul. By motion, Council asked that the case be referred to <br />the Housing and Redevelopment Authority Rai) to review possible options for <br />redevelopment of the vacant housing site prior to court citation. <br />1.2 Roseville City codes staff' has been addressing the code issues at 185 N. Mc arrons Blvd for <br />the past 6 months. All items have since been resolved except the garage which remains in <br />disrepair. <br />A. Existing garage with non functioning door, peeling paint, had repair <br />B. Yard with grass far in excess of 8 inches and overgrown shrubbery. <br />. Debris In the yard. <br />D. Vacant house with peeling paint, fallen rain gutters, broken windows. <br />1.3 The H1 A discussed the site and its issues with the property owner at the June 2003 HRA <br />meeting. The owner is interested in developing the site and willing to review possible options <br />with the I RIA ., The HRA asked that the owner work with staff to bring back a timeline and <br />process for development of the site within 60 days. <br />The H A discussed the process of the proposed Mc arron's Neighborhood Study at the <br />September 16, 2003 regular meeting along with representatives of the Labe Mc arrons <br />Neighborhood Association. The HRA is supportive of the process to help formulate a <br />development plan for 185 N. Mc arron's Blvd as well as prepare a master plan for the area. <br />2.0 Community Development & HRA Staff suggested process <br />2.1 In discussion with Mr. Guptil the development of 185 N. Mc arron's Boulevard has many <br />opportunities for reuse such as town homes, condomm' rums. and senior rental housing, The <br />Comprehensive plan designates the site for future high - density housing while the zoning has been <br />left as R -1 single family, until a development proposal is received. However, there are several <br />factors that need to be considered prior to committing to the development of the site. Th6se <br />factors include the lot terrain, wetland, surrounding land uses and market for new housing. Mr. <br />Guptil had met with City staff in the past for development of the site as town homes.
