Attachiramt 1 <br />Friday, August 22, 2003 <br />Mr. Gary Boyum <br />Municipal Marketing Manager <br />Waste Management <br />12448 Pennsylvania Avenue South <br />Savage, Minnesota 55378 <br />Re: Roseville Single - Stream Recycling Contract <br />Dear Mr. Boyurn: <br />I'm writing to follow up on the City Council directives from Monday night's Council <br />Meeting regarding renegotiating our recycling contract. <br />1 heard Councilmembers ask for pricing information from waste Management on two <br />items: <br />1) ouncilmember Dough's proposal for a three -year fixed rate contract, with a <br />provision to extend for another three years with an annual rate increase of 3% <br />or the CPI whichever is less. <br />2) Mayor Iysylyczyn's proposal for pricing options on cart ownership. In other <br />words, what will the rate be if at the end of the contract if waste Management <br />own the carts compared to what the rate will be if the City of Roseville owns <br />the carts as they do in the City of Robbinsdale. I <br />In addition I would like your thoughts on the proposed addendum that was included in the <br />Council informational packet. (I am including a copy of that addendum with this letter. ) I <br />heard Councilinembers discuss deleting specific paragraphs. In order for our attorneys to <br />prat a signable contract together, I need to know which paragraphs you want removed or <br />added and a short description of the reasons. <br />Please note that the addendum has already been modified to include the Council's apparent <br />desire and your offer at the Council Meeting to match the "Most Favored Nation"" clause in <br />Waste Management's contract with Brooklyn Park and HR G. <br />It was also brought up in the course of Council discussion on this subject that waste <br />Management includes profit sharing provisions in contracts with other municipalities. our <br />City .Attorney is working on proposed language, and we request that you share with <br />Roseville your preferred language for a profit sharing provision in the addendum, <br />2660 Civic Center Drive *� Roseville *.*,* Minnesota + 5511 <br />651-490-2200 +*** TDD 651- 490 -220 * ww.oi.rosevMe.mn.us <br />
