Regular City Council Minutes -- 9115/03 <br />DRAFT Minutes - Page 5 <br />of his firm, as well as potential shelter franchisees. <br />Further discussion ensued regarding snow removal <br />situations and maximum time frames; distances for <br />shelters and benches; rider protection and accommodation <br />being dictated by rider preference; and other <br />considerations. <br />City Manager Beets commented that staff didn't envision <br />issues developing between whether to locate a shelter <br />and/or bench on a first come, first served basis, given the <br />recently- adopted Franchise Ordinance framework and <br />guidelines; and past cooperation by U.S. Bench Company. <br />Mr. Beets further commented that Outdoor Promotions <br />anticipated a potential of twenty (20) possible locations <br />within the City, and the discretion of staff to remove <br />potential conflicts within the franchise and permit <br />processes. <br />Further discussion addressed having one standard for both <br />benches and shelters to make review and enforcement by <br />staff less cumbersome. <br />Kysylyczyn moved, Kough seconded, First Reading and <br />waiving Second Reading of Ordinance No. 1294 <br />(Attachment B) entitled, "An Ordinance Amending <br />Chapter 7, Section 703.05 of the Roseville City Code <br />Concerning Bus Benches;" as amended to amend <br />Subsection D, for placement within fifteen feet (15'), <br />rather than the suggested twenty-five feet (25' ); and <br />
