Regular City Council Minutes — 9/15/03 <br />DRA FI` Minutes - Page <br />language in Subsection G be revised to allow for removal <br />of ice and snow within seventy-two (72) hours, rather than <br />the suggested twelve (12) hours. <br />Roll CaH <br />Ayes: Klausing, Kough and Kysylyczyn. <br />Nays: Schroeder. <br />Kysylyczyn moved, and the Chair ruled the motion <br />seconded„ to direct staff to return with an amendment to <br />the Franchise Ordinance with Outdoor Promotions <br />adjusting the agreement with adjustments similar to those <br />in the bus bench ordinance adopted tonight, related to <br />adjusting the twelve (12) hour snow removal clause to <br />seventy -two (72) hours. <br />Councilmember Klausing appealed action of Chair; and <br />Mayor Kysylyczyn defended his action by reference to <br />Robert's Rules of Order. <br />Councilmember Schroeder opined his lack of support for <br />allowing seventy -two (72) hours, opining that it was too <br />bong for shelter users to wait, and maintenance needed to <br />performed in a timelier manner. <br />Mayor Kysylyczyn concurred, but opined that a double <br />standard was cumbersome. <br />Councilmember Klausing advised he would not be <br />supporting this motion and quoted Mr. Danielson's <br />statement that, "To whom much is given, much is <br />expected;" and opined that the greater revenue reflected <br />from shelter advertising should warrant greater <br />maintenance expectations by the City and shelter users. <br />Mayor Kysylyczyn reasoned that, since the benches were <br />less expensive to maintain, the shelter companies needed <br />to compensate for construction and maintenance of these <br />more costly fixtures,, <br />
