Regular City Council Minutes — 9/15/03 <br />DRAFT Minutes - Page 14 <br />environmental impacts, and their rationale in determining <br />whether or not an Environmental Assessment Worksheet <br />(EAW) was required for development projects. <br />Mr. Paschke reviewed his subsequent findings related to <br />environmental impacts and potential damages to the <br />wetland; presented additional comment from the <br />Department of Natural Resources (DNR); and advised that <br />the Grass Lake Watershed District would review the <br />proposed development and provide several options for <br />design related to drainage issues. <br />Mr. Paschke provided additional written comment related <br />to the proposed development, and reiterated staff s <br />recommendation for Council approval of the Preliminary <br />Plat and General Concept Planned Unit Development. <br />There were no public comments. <br />Councilmember Kough opined his support of the project. <br />Councilmember Schroeder apologized to the developer; <br />opining that the Council had done an injustice to Mrs. <br />Mogg to delay approval of this request; further opining <br />that politics were at work at the previous meeting, causing <br />the delay in Council action. <br />Mayor Kysylyczyn concurred with Councilmember <br />Schroeder's comments. <br />Roll Cali <br />Ayes: Schroeder, Klausing, Kough and Kysylyczyn. <br />Nays: None. <br />Schroeder moved, Kough seconded, holding First Reading <br />of an ordinance entitled, "An Ordinance Amending Title <br />10 of the City Code, Changing the Zoning Map <br />Designation of Certain Real Property at 474 County Road <br />C from R -1 Single - Family Residency District to a Planned <br />Unit Development with Underlying Zoning of R -1 Single- <br />Family Residence District and R -2 Two - Family Residence <br />
