Ms. Hubbard, in <br />her context of managing a "hot line" for Ramsey County, <br />and recognized numerous calls from Roseville residents <br />concerning this issue in their attempt to research additional <br />information. <br />Ms. Hubbard opined that the City had negotiated a good <br />contract with Waste Management in their current contract <br />and that they were a good provider of recycling services; <br />and recommended, as a seventeen (17) year provider of <br />recycling services in the City of St. Paul, that the City take <br />advantage of the current contract language to pursue a <br />pilot program to test overall city -wide interest in single- <br />sort collection. Ms. Hubbard opined that Waste <br />Management already had available the carts to perform the <br />test program without purchasing new carts for the quantity <br />needed in a pilot program. <br />Ms. Hubbard volunteered her company's expertise and <br />assistance to the City and its residents as appropriate; <br />advising that their firm had no interest in, and was not in a <br />position to, offer competition to Waste Management. <br />Councilmember Klausing reiterated his position that he <br />wanted to pursue the pilot program under the current <br />contract. <br />Steve Mathison, Waste Management <br />Mr. Mathison expressed confusion at the aeon under <br />consideration at tonight's meeting; opining that he thought <br />a motion to accept the. single- stream sort system had been <br />approved at the August 18, 2003 meeting, and tonight's <br />action was simply to negotiate the contract. Mr. Mathison <br />stated that, at the time the current contract was drafted, <br />Waste Management was willing to pursue the pilot <br />program, but following the implementation of single -sort <br />collections for over 100,040 residences, a pilot program <br />was no longer warranted. <br />Councilmember Klausing clarified, with City Attorney <br />Squires concurring that Waste Management was <br />
