Roseville City Council Minutes, November 9, 1998 <br />Page 2 of <br />Engine 32 (27 gear -old fire engine) is out of service. A report from the repair garage indicates "the pump <br />transmission damage was caused by the catastrophic failure of the outboard bearing. The bearing race split and <br />caused severe damage to the output shaft, shaft housing, bearings and seal." The estimated east to repair the <br />engine is $4,500. The vehicle repair budget will not support the repair of the vehicle. Give the age of the <br />engine and the potential for other repairs in the future, it is questionable as to whether or not it is financially <br />prudent to repair, versus replacement. <br />Engine 31 (17 year -old fire engine) has developed a significant engine problem that will rewire an in -frame <br />engine overhaul. Two estimates were obtained to repair this vehicle. The lowest estimate was $9,250. Again, <br />given the age of the engine and the potential for other repairs in the future, it is questionable as to whether or <br />not it is financially prudent to repair, versus replacement. <br />The 2004 proposed budget for the five department has $380,000 for the purchase of one fire engine to replace <br />two older fire engines. 11 is co late t the CLty Mgnager's pLoposed cost reduction 21an for 2004 to reduce <br />Lhe number of fire ,ennes from 5 to 4. This reduction in the fleet will not have a negative impact on our ISO <br />rating or the service provided to the community. The Roseville Fire Department enjoys an excellent working <br />relationship with neighboring departments and is an active participant in a mutual -aide system that alloys us to <br />call for engines (and personnel) from other communities for large fires. <br />The fire apparatus vehicle replacement fund has balance of $643,000. Funds authorized to purchase afire <br />engine would not impact the 2004 tax levy. If the Council would authorize the purchase of a fire engine in <br />20033 it would require an amendment to the 2003 budget. <br />POLICY IMPLICATIONS: The fire department is seeking input/direction from Council on the options to <br />repair or replace Engine 3 1 and/or Engine 3 2. The options staff has identified include. <br />OPTION 1: Council does not authorize the repair or replacement of any fire apparatus. <br />OPTION : Council authorizes contingency funds to repair Engine 31, but not Engine 32. <br />OPTION 3: Council authorizes contingency funds to repair Engine 3 2, taut not Engine 31. <br />OPTION 4: Council authorizes contingency funds to repair Engine 31 and Engine 32. <br />OPTION 5 : Council authorizes the fire department to advertise for bids to replace the two older engines with <br />one new engine. <br />FINANCIAL IMPLICATIONS: The cost to repair Engine 31 is estimated at $9,250. The cost to repair <br />Engine 32 is estimated at $4,500. It is important to understand -that the repair casts are estimates and the actual <br />cost of the repair could exceed the estimate. The cost to purchase one new engine to replace the two older <br />engines would not exceed the allocated $380,000. Funding for the repairs would come from the city's <br />contingency account. Funding for the purchase of a new vehicle would come from the Fire vehicle <br />Replacement Fund. <br />STAFF RECO Il1IENDATION: Staff recommends the repair or replacement of the fire engines 31 and/or 32. <br />COUNCIL ACTION REQUESTED: Motion to approve one of the following: <br />/Repair of Engine 31 and/or Engine 32 with funds go come from the City's contingency account. <br />OR <br />Authorize the fire department to advertise for bids for a fire engine to replace Engines 31 and 32. <br />
