City Manager's 2004 Budget Recommendations VIL Impacts on Residents (and a Few Comments -about VMat Is Not Being Cut) I cannot describe with mathematical precision exactly what impact each of these cuts would have on the residents of Roseville. what follows however, are a. few well - informed, I hope, impressions about those im- pacts. Mostly, I urge us all - Councilmembers, Community, and Staff - to explore and discuss impacts in detail, at Council work sessions on the budget. I know we can listen and learn from one another. Snow will be plowed from City streets and trails pretty much as it is now. The reduction in overtime will have some negative effect on our ability to plow on weekends, we may have to flex City staff, which means they come in on the weekend to plow but are re- leased from normal duties on a weekday. Thus, some other jobs they would other a' se do on that weekday, such as sign fabrication or any number of other maintenance projects, would take longer and fewer of those projects would be completed. But something has to give. I am not proposing at this time to move from a two inch standard to three inches or more before snow plows are sent out « as Bloomington is doing - though that is something to consider. However, we may not be as prompt in responding as in the p ast especially on weekends, and this would inconvenience some motor- ists and pedestrians. In addition, if we flex staff to p low on week - ends them other lower priority weekday jobs will take longer or not get dome at all. Grass and grooming in City parks would be handled pretty much as it is now. Where may be a little less frequent mowing. There may be a decision to let some lesser -used areas naturalize rather than be mowed all the time . But the parks will look about the same as now. In the long run, I favor reducing wid scale City mowing by 25% and emphasizing more fine grooving of the maintained areas. Cutting internal support staff means more work must be dome by other staff, .. which mews those staff members can't complete as many City projects and cant complete projects as quickly. There would also be some transition issues connected to a support pool concept. For example, all of us would probably make more mis- takes dealing with phone and front counter situations we are not familiar with. All of this would inconvenience some members of the public, 11
