Final applicants not granting such authorization will not he considered for City employment or <br />volunteer status. (Volunteers subject to check include coaches for parks and Recreation activities who are in <br />cia se contact with youth and children.) <br />Per the Minnesota Bureau of Criminal apprehension (BCA) guidelines and conditions, the Roseville Police <br />Department is authorized to conduct criminal history checks on only criminal justice employees unless the <br />police department's governing agency has adopted an ordinance authorizing the police department to conduct <br />criminal history checks on all candidates seeking City employment or volunteer status. <br />Policy Ow eetives <br />Authorize the Ordinance for ri'minal History Checks to comply with the City's policy to thoroughly review the <br />criminal backgrounds of all potential employees or volunteers. <br />The proposed ordinance is in compliance with Minnesota State Statute 364.05. <br />Financial Implications <br />If the City does not does adapt the Ordinance For Criminal History Checks, criminal history checks generated <br />for potential employees or volunteers (other than criminal justice employees) will have to he requested through <br />the D a at a cost of $15 per check (projected to he a minimum cost to the City of $15,000 annually). <br />Adopting the proposed ordinance allows the police department to he in compliance with B a guidelines and <br />conditions; therefore, granting the department the authority to run criminal history checks on any potential <br />employee or volunteer. <br />By adopting the proposed ordinance there would he no additional fixed cost to the City for criminal history <br />cheeks. <br />Staff Recommendation <br />Approve and adopt the proposed Ordinance for Criminal History Checks. <br />Council Action Requested <br />Motion waiving the first reading, holding a final reading, and adopting the attached Ordinance,, that has been <br />drafted by the City attorney. also, move to adopt the Ordinance Summary, attached, for publication. <br />
