3.0 STAFF BINDINGS & CONDITIONS <br />3.1 Staff has determined that the creation of a 100 foot wide parcel is appropriate for this <br />neighborhood given the existing large lots. <br />3.2 Staff` also concludes that the proposal would meet the requirements of'the Comprehensive <br />Plan and Zoning Ordinance. <br />3.3 A detailed grading plan with the building slab or first floor elevation and existing and <br />proposed contours must be submitted to the City Engineer for review and approval prior <br />to building permit issuance for Parcel B. <br />3.4 The City polio is to accept park land or cash in lieu of land dedication for the creation of <br />new lots. In this case nor park is planned near of on this site, therefore, cash will be <br />accepted in lieu of parkland dedication. The dedication fee is 1000.00 for the newly <br />created Parcel B. The fee will be collected prior to issuance of a building permit on said <br />Parcel Bd <br />3.5 The City polio is to accept a Sewer Availability Charge (SAC) upon the issuance of a <br />building permit. In this case, a SAC fee is required and will be collected upon the <br />issuance of a building permit for Parcel B. <br />3.6 The applicant roust record the two lot minor subdivision within 60 days after the approval <br />of the City Council. <br />4,0 POLICY IMPLICATIONS -(from the 1999 Roselle Comprehensive Platt Section 3) <br />4.1 The City will continue to be developed in accordance with a Comprehensive Plan for <br />land use, housing, transportation, and community facilities. Maintain a similar balance of <br />housing types as those present (60% single family detached, 40% attached). Upgrade <br />property to meet "move up" housing needs. (Comprehensive Plan Section 3, subsection <br />III Residential Areas — A. Vision Statement and B. and others). <br />4.2 Adopt flexible standards for new single family and multi - family housing developments to <br />allow innovative developments and more efficient densities. It is not the goal of the City <br />to significantly increase overall residential densities (Comprehensive Plan Section 3, <br />subsection III Residential Areas — C. Residential Policies). <br />5.0 DIRECT FISCAL IMPACT TO CITY <br />The proposed single family structure does not require direct city financial assistance and <br />it is possible that a new single family home could add property takes in excess of $3,000 <br />annually. <br />PF3522 RCA 091503 Page 2 of 3 <br />
