6.0 .7'ISl3.FF COMMENDATION: <br />6.1 Staff reconimends approval of the proposal by Ramona l logg & Moser Builders for a <br />Planned `t Development General Concept Flan and Preliminary <br />development of 6 owner occupied tern home units with associated site improvements on <br />property at 474 County Road C, based on the findings and comments of Section 3 of the <br />project report dated August 6, 2003. <br />6.2 Next Steps: Assuming City Council could take General Concept action on September 15, <br />the Final Development Flan action coule be in October 2003. The Final Development <br />Flan action includes approval of the final development plan} the planned unit <br />development agreement, and the zoning ordinance. As listed in the staff report} there is a <br />significant amount of developer work and staff review to he completed prior to the <br />Council final action on the subdivision, development plan and agreement. <br />7.0 PLANNING COMMISSION ACTION: <br />7.1 On August 6} 2003, the Roseville Planning Commission held the public hearing regarding <br />the Mogg Preliminary plat and General Concept Plan request and voted (5 -o) to <br />recommend approval of the preliminary plat and Planned Unit Development "'General <br />Concept Pl an'l, creating a 6 -unit residential PUD development with an underlying zone of <br />R-2, subject to the conditions listed in the project report and those indicated in Section <br />7.7 and 7.8 (see attached minutes). <br />8.0 SUGGESTED CITY COUNCIL ACTION <br />8.1 By motion approve the PRELINUNARY FLAT, the GENERAL CONCEPT <br />PLANNED UNIT DEVELOPMENT, creating a 6 unit residential PUD <br />development, which will include 3 structures with 2 attached owner occupied unite <br />each undivided common Areas and common maintenance, as illustrated in the <br />application (plan set), based on the information provided in Section 1 and 5 of the <br />project report dated September 15, 2003 and with any suggested modifications by <br />the City Council; and <br />8.2 Hold FIRST READING of an ORDINANCE REZONING the property from R-1, <br />Single Family residence to PiTD with an underlying zoning of R-1, single Family <br />(house parcel) and R-2, Two Fancily residence District (6 town hone lots and <br />common area), based on the findings and comments of Section 3 in the project <br />report dated September 15, 2003 and with any suggested modifications by the City <br />Council* <br />Prepared by: Thomas Paschke} City Planner (490-2236) <br />Attachments: Location map, site, grading, utility, aerial photo, site photos. <br />1 \V1ctoria \ComrrDev\P1anning Files13450- 3499\3489_Mogg, Romana\PF489 RCA PUD Concept 091503.doc <br />PF3489 INCA PUD Concept 091503 Page 9 <br />
