5.9 Utility services (City water, sanitary sewer} and storm sewer) will be provided from <br />existing services within the County Road C right-of-way. In the case of the proposed <br />water main, there should be two Fire hydrants provided on the site. The fist hydrant <br />should be located near the entrance and the second hydrant at the proposed location near <br />the southeast units. The proposed drainage plan and storm sewer design is generally <br />acceptable. It has not been concluded that a storm water management pond is necessary. <br />Staffs preference is that other options be considered and implemented, such as <br />infiltration areas or rain water gardens} to eliminate the impact on the slope. The sanitary <br />sewer location is acceptable and appears to be adequate to serge the site. The developer <br />will be responsible for the installation of all utilities and a Metro SAC (sewer availability <br />charge) of $1,200 per unit. <br />5.10 Park dedication for the 7 lot (and outlot) subdivision must either be a land dedication in <br />an amount equal to 10 % of the total development area or 17,606 square feet} or a cash <br />payment in lieu of land dedication amounting to $1,000.00 per lot or 6,000.00. This item <br />will be forwarded to the Park & Recreation Commission for review and recommendation <br />on the park dedication requirement. <br />5.11 The proposed development project indicates that 27 existing trees will be removed from <br />the site, including 2 hackberry, g bo elder* 4 elm, 2 ash, 4 walnut and 7 maple. All <br />remaining trees will be preserved and protected during construction. <br />5.12 The Development Review Committee suggests the following items /modifications be <br />considered by the Planning Commission for possible inclusion in their recommendation <br />to the City Council. They include= <br />Using the Boundary, Topographic & Free Inventory plan, create a tree <br />preservation plan that specifies those periphery trees that will be properly <br />protected and preserve throughout the sites developments. <br />101 Submittal of a revised landscape plan that incorporates shrubs and perennials <br />within planting beds throughout the development (additional detail). <br />is The southeastern terminus should be expanded and include an infiltration area or <br />rain water garden. <br />Should it be determined that a storm water management pond is necessary} the <br />pond should be located outside of the wetland, which will shorten the pipe <br />connection and minimize impact to the slope. <br />Create a deck/porch/patio area versus just indicating a porch. This will eliminate <br />the need to modify the PUD in the future if a home owner desires to enclose the <br />deck or replace it with a three /four season porch.
