Excerpt of Draft Minutes from August 6 Planning Commission meeting: <br />2 <br />Plannine File 3489: request by Ramona Mogg, 474 County road C, for <br />4 PRELIMINARY PLAT and GENERAL CONCEPT PLAN approval for a <br />5 planned unit development to allow the construction of six town homes (in <br />6 groups of two attached units) on the premises. <br />7 <br />Chairman Jim Mulder opened the hearing and requested City Planner Thomas <br />9 Paschke to provide a verbal summary of the staff written report dated August 6, <br />10 2003. <br />12 Mr. Pasch a explained the proposal and advised that Ramona Mogg has requested <br />13 consideration of a planned unit development under the General Concept Plan <br />14 (Section 1008. 10C) of the Roseville City Code. <br />15 <br />16 This proposal seeps approval of a preliminary plat to subdivide two parcels <br />17 totaling 4.4 acres into 6 zero lot line, owner occupied, townhorne units and a <br />18 residential lot for the existing home, and approval of the General Concept Plan <br />19 Planned Unit Development establishing an underlying zoning of R-2, Two Family <br />20 residence District. <br />21 <br />22 The proposed 6 unit town home development and single family residence would <br />3 be 1.6 units per gross acre and 2.5 units per net acre (less wetland area). The <br />4 current zoning of the three parcels is R-1, Single Family residence District, <br />5 which, as a component of the planned unit development, will be changed and an <br />6 underlying zoning of R-2 Two Family residence District established. The 1 -1 <br />7 and r -2 Districts allows for up to 4 units per acre as does the Comprehensive Plan <br />8 designation for this neighborhood area, Low Density residential, "LDW'. Given <br />29 the current r- I zoning, the two parcels could be combined and platted into 3 to 5 <br />30 detached single family lots, with no architectural controls and no common area. <br />31 <br />32 The grading/drainage plan for this development will require the approval of the <br />33 Grass Lake watershed and the Roseville Engineering Department. Based on the <br />34 proposed grading plan all town home units will be walkout units. <br />35 <br />36 The parcel is located adjaccnt to a large wetland for which a minimum setback of <br />37 50 feet is required. The proposed custom designed town homes are set back a <br />38 minimum of bo feet and as Rauch as 100 feet from the wetland. The northeastern <br />39 most town home is setback a minimum of 30 feet from the property lure adjacent <br />40 to County road C, while the southeastern most townhome is setback a minimum <br />41 of 28 feet from the cast property bane, that boundary separating the Mogg parcel <br />42 from the single family homes along Cohansey Street. <br />43 <br />44 The Roseville City Code requires new two - family attached units to have a <br />45 rrunlmum structure setback distance between buildings of 20 feet. The proposed <br />46 P D has a minimum structure separation of 20 feet. <br />
