Done are contemplating a switch. <br />Ramsey County has retained a national consulting Firtri to work with Roseville to design an <br />independently verifiable single - stream pilot program, <br />Washington County <br />Eight of the smallest cities in the county have switched to single -stream. They average <br />less than 2,000 people per city. All are in rural areas in which two - stream collection is <br />expensive.
