4.0 REVIEW of REQUEST;
4.1 Title 11} Subdivisions, of the Roseville City Code describes the standards under which
land can be divided. Specifically, Section 1102,01E —E lists the requirements for
preliminary plats.
4. Mr. and Mrs. ohland propose to construct a single family hone on proposed Lot 1, which
is 155" deep by 164' wide. At 23,206 s. f., Lot 1 is over twice the size of the minimum
required lot size.
4.3 Dutlot &LA", with steep slopes to the southeast, w ill . emai n undeveloped at this time.
There is some vegetation along the Kent treet right-of-w' * most of which will remain
in place at this time, but would have to be removed for road construction if the remainder
of the site was to develop.
4.4 The platting process requires right -of -way dedication along Kent Street, in the amount of
27'x 155' or 4,185 s. f. It also requires the new lot to dedicate land or Fay for park
dedication. There is no park adjacent to this site —the City prefers the cash dedication.
4.5 For Lot 1, city utilities services are available from Kent Street. The house will face Kent
Street, and if placed correctly on the site, could at a later time with new city utility
services, be subdivided into a second lot. A driveway access for Lot I is being requested
to the existing Kent Street intersection with Ryan Avenue.
I 1 I I 1
5.1 Staff has reviewed the information submitted by Carley- Torgeson Land Surveyors
pertaining to the preliminary plat (lot alignment and size) and found that it meets city
requirements. It is a consistent use within the "LIB'} Low Density Residential area of the
Comprehensive Flan as well as the "R--1" Single Family Zoning District.
5.2 Farb dedication requirements for this land division will be reviewed by the Park
Recreation Commssion and a recommendation forwarded to the City Council for final
approval. (Staff recommends a cash dedication.) A Sewer Availability Charge (SAC) of
1,200, collected at the time of building pena-tit issuance.
5.3 Additional right-of-way will be dedication to extend the Kent Street right --of -way 155 feet
to the south end of Lot 1. Since street access and utilities exist, new street and utilities
are not required and will not be built at this time adjacent to this lot.
5.4 Utility easements (five feet in width) must be dedicated to the city on the north, cast and
south sides of Lot 1.
PF3506 -- RCA 081 803 - Page 2 of 3
