4.0 RFVIEW of QUEST: <br />41 The proposed b unit town home development and single family residence would be 1.6 <br />units per gross acre and 2.5 units per net acre (less wetland area). The current zoning of <br />the three parcels is R-1, Single Fancily residence District, which, as a component of the <br />planned unit development, will be changed and an underlying zoning of R-2 Two Family <br />Residence District established. The R -1 and R-2 Districts allows for up to 4 units per <br />acre as does the Comprehensive Plan designation for this neighborhood area, Low <br />Density Residential, "LDFV'. Given the current R -1 zoning, the two parcels could be <br />combined and platted into 3 to 5 detached single family lots, with no architectural <br />controls and no common areaM <br />4.2 The proposed use as town homes is consistent with both the Comprehensive Flan and the <br />R-2 Zoning Code designation. The applicant estimates the value of the units (land, <br />building, improvements) at approximately $450,000 to 500,000 per unit, with annual <br />property taxes exceeding $4,000. <br />4.3 The proposed- PUD utilizes the existing driveway access from County road C and widens <br />the travel lane to 20 feet. The access /driveway to the existing house and town home units <br />will require concrete curb and gutter and new paging. <br />4.4 The Mogg development will require grading of the area where the proposed town homes <br />will lie. The existing parcel slopes southwest into the wetland and upon completion of <br />the grading for the proposed development, the parcel will still slope to the southwest. <br />However, storm water drainage of the joint and individual driveways will require some <br />form of runoff management. The grading/drainage plan for this development will require <br />the approval of the Grass Lake watershed and the Roseville Engineering Department. <br />Based on the proposed grading plan all town home units will be walkout units. <br />4.5 City sanitary surer will be extended from the existing line on the south side of County <br />Road C and City water main extended form the north side of County Road C. All <br />utilities are proposed within the driveway and individual service connections to each <br />residential lot bung extended from the main line. <br />4.6 The parcel is located adjacent to a large wetland for which a minimum setback of 50 feet <br />is required. The proposed town homes are set back a minimum of 60 feet and as much as <br />100 feet from the wetland. The northeastern most town home is setback a minimum of <br />30 feet from the property line adjacent to County Road C, while the southeastern most <br />town hone is setback a rm' imurn of 28 feet from the east property line, that boundary <br />separating the Mogg parcel from the single family homes along Cohansey Street* <br />4.7 The Roseville City Code requires new two- farnily attached units to have a minimum <br />structure setback distance between buildings of 20 feet.
