4.8 Traffic generation (Source: Institute of Traffic Engineers — Traffic Generation l ) is <br />estimated to he from 7 to 11 vehicle trips per housing unit or a total of 49 to 77 trips per <br />day which will enter or leave the site during a given 24 hour day. County Road <br />between western Avenue and Dale Street had a 2000 ADT (average daily traffic) of 9900 <br />trips per day and is not at capacity for an "A" Minor Arterial street and can easily absorb <br />the added trips (a "trip" is defined as one vehicle entering or leaving a lot). It is <br />estimated that County Road C between western Avenue and Dale Street will have 2010 <br />ADT of 13, 100 trips per day and a 2020 estimate of 16,100 trips per day, <br />4.9 Utility services — City water, sanitary sewer, and storm sewer have the required capacity <br />to this area to serve the proposed dcveloprnent. <br />4.10 The attached proposal illustrates the proposed driveway, house pads with structure <br />footprint and driveways, common area, and other improvements, <br />5.0 STAFF COMMENTS and FINDINGS: <br />5.1 The land use, 3 structures with 2 town home units each, is consistent with the <br />Comprehensive Plan designation for the area; the proposed density of 1.6 units per gross <br />acre is within the Zoning Code density of 4 units per gross acre. There appears to he a <br />demand for this type of low maintenance, high value, town home unit, which is more <br />consistent with the rambler style of architecture 1n this portion of the community. <br />5.2 The Comprehensive Plan Goals and policies include the following direction: Roseville <br />Comprehensive Plan - 2000 Update Goals and Policies <br />- Page 7 of 21 <br />C. RESIDENTIAL POLICIES <br />The City will: <br />1. Adopt flexible standards for new singieffareiiy and multi family housing developments <br />to allow or innovative development and more efficient densities. It is not the goal of the <br />City to significantly increase overall residential densities. <br />a) Encourage higher quality mixed developments by allowing planned unit <br />developments as guided by the goals, policies, and performance standards of the <br />community with more dedication of park and open space. <br />b Where feasible or practical, integrate neighborhood oriented retain service <br />businesses (within walking distance) into the mixed usedproject. Consider such <br />mixed use developments in areas where charge is already underway. <br />c) Encourage innovative high quaiitypianning and design in residential <br />developments that cater to the life style s: e cycle of presen t andfutare resider s. <br />Higher quality development may include such improvements as masonry <br />exteriors, higher window and wall insulation packages, underground paring, <br />PF3489 RCA PUD Concept 081803 Page 3 <br />
