7.4 Janice Porter spoke in opposition of the plan stating the eco- system next to the <br />development is already plagued by the encroachments of development at its perimeter <br />and can ill - afford to sustain any further insults to its balance. Janice Porter also submitted <br />a signed petition of 37 residents in opposition of the development located near the <br />preserve (attachment included), <br />7.5 Peter Pangborn spoke in opposition of the project noted that the staff` report has no <br />maximum house size; feeling the house sire could be as large as the owner would like. <br />Mr. Pangborn feels the Moser Development drawings are misleading in that they <br />illustrate existing properties by reef line measurements compared to wall outlines of the <br />proposed properties (attachment included),. The City Planner and <br />project developer illustrated the retaining wall will be 4 to 14 feet in height when viewed <br />from the south looping northwest. The gall will not be exposed to neighbors to the east. <br />7 7 The Conunission stated the setback should be 30 feet, with a 20 foot setback between <br />units. The City Planner indicated the Commission could specify wetland setbacks and <br />sizes of units -not to exceed a maximum footprint size. <br />7.8 The Commission asked about outbuildings, the City Planner noted that PIED normally <br />does not allow out buildings as a condition of approval. <br />7.9 Bob Moser, developer for the Nogg proposal, addressed the Commission, stating he has <br />held meetings with the neighbors on the site. The plan has changed substantially over the <br />year due to neighbor concerns, based on their inputs, including the style (two -story <br />design to a single story design) roof pitch, overall height and structure setbacks.
