The southeastern terrninus should be expanded and include an infiltration area or <br />rain water garden. <br />Should it be determined that a storm water management pond is necessary, the <br />pond should be located outside of the wetland, which will shorten the pipe <br />connection and minimize impact to the slope. <br />Create a declporch/patio area versus j ust indicating a porch. This will eliminate <br />the need to modify the PUD in the future if a home owner desires to enclose the <br />deck or replace it with a three /four season porch. The pad area will also provide <br />for the installation of a future patio should a hone owner desire this feature. <br />6.0 STAFF RECOMMENDATION: <br />6.1 Staff recommends approval of the proposal by Ramona Mogg & Moser Builders for a <br />Planned Unit Development General Concept Flan and Preliminary Plat for the <br />development of 6 owner occupied town hone units with associated site improvements on <br />property at 474 County Road C, based on the findings and comments of Section 3 of the <br />project report dated August 6, 2003. <br />6.2 Next Steps: Assuming the Planning Commission takes some action on August 6, 2003, <br />the City Council could tale General Concept action on August 18 with Final <br />Development action on a date to be determined. The Final Development Flan action <br />includes approval the final development plan, the planned unit development agreement, <br />and the zoning ordinance. As listed in the staff report, there is a significant amount of d <br />developer work and staff review to be completed prior to the Council final action on the <br />subdivision, development plan and agreement. <br />7,0 PLANNING G OM iIS IOI ACTION: <br />7.1 On August 6, 2003, the Roseville Planning Conunission held the public hearing <br />regarding the Mogg Preliminary flat and General Concept Flan request. At the hearing <br />the Commission Staff and the applicant questions regarding the proposal and several <br />citizens addressed the Commission regarding their opposition to the request, <br />7.2 Chris Seger spore in opposition of the proposal noting that 98.5% of Roseville is <br />developed and would like to see this parcel added to the Harriet Alexander Mature <br />Preserve and Central Parr, citing the Parks section of the Comprehensive Plan <br />(attachment included). <br />7.3 David Livingston spoke in opposition of the project, addressing the vista 2000 Report, <br />and environmental vision (page o) preventing damage to wetlands.
