First, remember that the communications Program budget is <br />funded from cable franchise fees, not our tax levy. So none of the <br />expenditures under the Communication budget affect the tax levy. <br />2. The Communication budget for printing and postage are based on <br />actual historical averages. <br />3. Postage under the Communications Program pays primarily for <br />WRAP postage and monthly mailings of new resident packets. <br />(Postage for mailing new resident packets had previously been <br />budgeted in another budget category, "Central Services," but we <br />moved it to Communications because we thought it was a better <br />r1t.) <br />4. Printing under the Communications Program pays for the WRAP, <br />new resident packets, and informational mailers such as our <br />Police, Public Works bond referendum flier. <br />5. Printing is outsourced to the private sector. We seek quotes or <br />bids regularly to make sure we are getting the best price. For <br />example, after seeking quotes on business card printing earlier this <br />year we switched vendors and will be able to save departments up <br />to 50% on their business card orders. <br />6. Printing the WRAP is a kind of broadsheet printing that some <br />printing firms do and other printing firms don't do. For example, <br />firms specializing in printing and distributing discount coupons <br />usuaily don't have the different and more expensive printing <br />equipment necessary to print multi -page or broadsheet newsletters <br />or booklets. In any event, printing for city publications is bid and <br />anyone with the appropriate printing equipment is free to compete <br />and bid. <br />7® We have checked into the County's printing office.
