State Community Fix Yp Program - provides low interest (5 -6 ° /0) <br />second mortgages for home improvements up to $35,000 and $25,000 <br />depending upon income. <br />4.3 Develop an affordable workforce housing policy and programs. <br />• evaluate what is affordable /workforce homg6w "in RosevilEe and <br />develop a policy that can assist new and existing programs and reduce <br />dark dedication fees. Review innovative development techniques such <br />as reduced lot sizes, narrower road widths and flexible construction <br />techniques to reduce the cost of new housing developments. <br />Identified as a high priority for the HRA. <br />Explore the merits of establishing an inclusionary housiw policy <br />whereby developers are provided with increase density (smaller lot <br />s +zes, narrower roads) to achieve affordable workforce housing goals. <br />• Support affordable workforce ho through the use of tax <br />increment financing, Ramsey County Home Finds, HUD - 013G, <br />Minnesota Housing Finance programs, Federal Home Loan Bank dollars <br />and Local Development Corporation finds. <br />Work with developers to utilize tax credit programs and revenge <br />bonds to reduce the cost of financing for affordable workforce <br />housing. <br />4.4 Encourage young families to move into the community through the <br />support and partnership with first time buyer programs. <br />• Provide a program that t4aLets multi farnil renter s to realize the <br />American dream of awning their own home. Particularly target those <br />renters where there is a concentration of young professionals, <br />children and rental rates which indicate enough income to shift to a <br />mortgage payment without major financial difficulties.
