A. <br />Department Approval: Manager reviewed: Agenda Section: <br />Reports & Recommendations <br />Description: Item 2003 Pall Leaf Program Recommendation and Compost Site Improvements <br />Background: The City of Roseville has provided a curbside leaf pickup service to Roseville <br />residents since 1970. In 1997, the City adopted a fee -for- service system to help minimize direct <br />costs to City operating budgets. The program has been managed with user fees since 1997. <br />Attached to this document are costs for the previous five years detailing administrative and <br />operating costs that support this service and income received from users of the program. <br />In August of 2002 the Council asked the newly formed Public works and Transportation <br />Commission to review this program and make a recommendation to the Council regarding the <br />future direction of leaf collection. The Commission asked for public comment at its January <br />2003 meeting on this service. They also reviewed program costs and discussed alternatives to the <br />current delivery method. No members of the public were present to spear either for or against <br />this service at the Commission hearing. One e-mail was shared with the Commission in favor of <br />continuing the program. <br />The Commission recomrnen on a 5 -0 vote to continue providing this service and to offer it to <br />all residents on a no -fee basis. They also recorninended that additional efforts be undertaken to <br />educate residents about the benefits of keeping yard waste out of ponds and lakes and alternatives <br />to the Leaf Collection Program. <br />INU Mot <br />Fall 2003 Leaf Program — Public Works crews remove leaves from gutter lines and storm drains <br />on all City streets as part of the Leaf Program. The City would incur costs of approximately <br />$401000 to clean streets and catch basins in the fall if the Leaf Pickup Program was not offered to <br />residents. This practice is included in the City's Phase R Stormwater Program to meet the six <br />minimum measures required. This cost is currently included as a part of the Leaf Collection <br />Program in the overall cost analysis of this program on the attached sheet (Attachment ). <br />Crews clean basins and gutters as they collect residents' leaves. we estimate that extending the <br />collection to all residents on a no -fee basis would add approximately six days to the program at <br />an additional cost of $61000. The total program cost is estimated to be $105,000, assuming <br />average weather conditions. with an estimated 4,500 users, the cost per user would be estimtrted <br />at $23.33. This compares to a five -year average cost per user of $17.93 for 1 993 -1997 for this <br />type of program. The average cost for 1998 -2002 was $39.15 per registered user. The <br />administrative casts are significantly higher for the registration -type program, and efficiency of <br />the crews is lessened as more time is spent traveling between leaf piles. Staff is seeking direction <br />on the Pall 2003 program, as planning and scheduling needs to begin soon to get accurate and <br />timely information to residents. <br />
