Compost Site Improvements — Approximately 10 years ago, the entrance to the leaf site was <br />reconfigured to allow for after -hours pickup of finished compost. This has proven to be effective <br />in increasing the use of compost by residents to balance the production versus the demand for <br />finished compost. The site has very high use, and over time the bins have deteriorated and the <br />entry area is in dire need of surfacing and landscaping. The gates have been hit several times and <br />are also in need of replacement. A preliminary plan view of the new entry is attached <br />(Attachment B) . <br />The leaf drop off area is also in need of regrading for drainage purposes. Over time, the use of <br />loaders and equipment has caused pooling of runoff. we Mould propose to regrade the site per <br />the attached site plan (Attachment Q. A runoff collection pond would be created at the <br />southeast corner of the site to alloy runoff to be filtered through a sand berm as recommended by <br />a 1 992 report the City received from a consultant. Total cost for these improvements is estimated <br />to be $50,000. <br />Policy Objectives: To provide an effective, ve, comprehensive, cost efficient leaf disposal program <br />resulting in reasonable costs to all residents of the City and to minimize environmental and/or <br />drainage impacts to the storm drainage systems. <br />Financial Implications: This program is funded out by the City's stormwater utility. Funding is <br />included within the 2003 Storm water budget for this service. The 2003 budget assumes <br />charging a 10 user fee for the service. There are adequate reserves to cover the cost of the <br />increased program if the Council desires to expand this service to all residents without a <br />registration fee. Improvements to the site would be funded out of the Capital Improvements line <br />item of the stormwater budget. <br />Staff Recommendation: Staff is seeking direction from Council on how to proceed With this <br />gear's program. Planning for the leaf pickup program requires substantial administrative time <br />and communication with residents. The planning process begins in August in order to ensure <br />participation opportunities for residents and preparation of the equipment utilized during the <br />program. <br />RECOMMENDED COUNCIL ACTION: <br />Provide staff' direction on the Fall 2003 Leaf Program and reconnmend site improvements. <br />Prepared fly: Duane Schwartz <br />
