A' ALIA, Notice is hereby given that the City of Roseville will accept Proposals for a Post Employment Health care savings Plan until [insert Date and Time RFP Due] at which time the proposals will be opened and recorded by the Administrative Executive. The City and its employee representatives wish to examine the possibility of utilizing a Health Reimbursement Arrangement ("HRA"), as described in Revenue Ruling 2002-41, 2002-28 I.R.B. 75, IRS Notice 2002-45,2002-28 I.R.B. 93, in conjunction with an investment vehicle for the benefit of employees in bargaining groups and for non- bargaining employees. The FI IAA (including the associated investment vehicle) is primarily intended (1) to provide a source of non - taxable funds to a former employee (2) that may be '61 Ir spent on eligible health care expenses, including health insurance premiums, (3) subsequent to the end of City employment. At this time, the City is soliciting proposals for the creation, sale, installation, administration, trusteeship, and appropriate tax qualification of the HRA (including the associated investment vehicle) as described herein. The city is looping to the vendor for help in creating a plan design and investment vehicle that will be rrbst suitable to our population. The city is interested in all vendors.- capable of submitting a Proposal alone or collectively with other vendors. Proposals will be evaluated and the successful vendor(s) will be determined and announced at the City Council meeting on [Insert Date and Time of council meeting]. The City Council reserves the right to reject any or all Proposals, waive formalities and to select the vendor(s) offering the product and /o r services that bast meet the needs of the City and its employees. The City reserves the right to select and terminate any servicing agent, agency, company or administrator.
