��WQ Tj 1 ;4 Al <br />The City will evaluate Proposals based on the needs of the City and its <br />employees. The following criteria will be used in evaluating each of the <br />Proposals. <br />1. Placement at the city on a direct basis (i.e., not commission basis) of as <br />much of the products and services as possible. <br />2. Compliance with applicable state and Federal lava, including but not <br />limited to IRS administrative rules e.g., regulations, Revenue Rulings, <br />IRS Notices), the Administrative simplification portion of the Health <br />Insurance Portability and Accountability Act of 1996 ( "HIPAX), and the <br />Consolidated Omnibus Budget Reconciliation Act of 1985 ( <br />Ire 3. Competitive overall fees, including but net limited to administrative, trust, <br />trustee, and investment fees. <br />4. Compliance with City specifications described herein. <br />b. Ability and availability to provide good administrative support and member <br />services to the city and its employees, <br />i% <br />6. Financial position of the vendor(s). <br />7. Familiarity and experience with Minnesota public sector employers. <br />8. Completion of Proposal Questionnaire. <br />9. Ability of the city to customize a program that will meet the City's needs <br />and the needs of its employees; currently and on a long term basis... This <br />criterion includes but is not limited to any vendor(s) requirements <br />regarding participation (e.g., the willingness of the vendor(s) to service <br />less than all of the city's employees) and HRA design (e.g., can the terms <br />and conditions of the H RA differ between groups of employees). <br />The City will choose the Proposal that best fits its needs and the needs of its <br />employees. The City is not obligated to award the contract based on cast <br />alone. <br />Page 5 <br />
