Shift a position within Finance. <br />i. Explanation: A current employee would be trans - <br />ferred to the License Center. The License Center is <br />funded by license and passport fees not taxes. In- <br />ternal City operations would slow; there would be <br />less staff to do the job. License Center operations - <br />which are a profit center for the City - would be en- <br />hanced. Although this recommendation creates no <br />not FTE change, this recommendation appropriately <br />shifts an employee's job and salary from tax- <br />supported to foe-- supported sources and enhances <br />our customer service and productivity ' in the Li- <br />cense Center. <br />J. Cut a variety of parks and recreation expenses: <br />i. OCTAL: reduce expenses by reducing the guaran- <br />teed slating season (that is, compressor-based out - <br />door refrigeration system) to December 1 thru Feb - <br />ruary 15 ( -.- current outdoor skating season is de- <br />pendent on the weather but is targeted for Nov. Th <br />to February 8); estimated net operating savings <br />from shaving the shoulders off the current skating <br />season is $30,000; should preserve a useful al- <br />though not ideal season for outdoor hockey, Bandy, <br />speed skating, and public skating on the OVAL, yet <br />reduces the large public subsidy for these activities <br />that attract many participants but not as many as <br />our park system. lion- refrigerated outdoor rinks <br />and refrigerated indoor rinks are available in Rose- <br />ville and surrounding communities. <br />ii. wading pool: main drain is broken; repair costs are <br />estimated to be $15,000 and could be higher de- <br />pending on what we find when we inspect the pool's <br />entire plumbing and piping system; in addition, a <br />maintenance employee must purchase and apply <br />E'1 <br />
