Regular City Couneff Minutes — 07/21/03
DRAFT Minutes - Page 24
applicants were dismissed.
S. Seth Eggessa, 1992 Cleveland, Citation Report
Community Development Director Dennis Welsch
reviewed numerous remaining public nuisance and code
violations at this property; and the process undertaken by
staff to -date spanning over two years.
Seth Eggessa, 1992 Cleveland Property Owner
Mr. Eggessa expressed his disappointment that the City
interpreted the condition of his property as a violation,
opining that he had transformed the property considerably
since he purchased it from the previous owner. Mr.
Eggessa advised Councilmembers. that the apparent
remaining concerns seemed to be related to drainage and
traffic issues, even though he opined that he was
constantly working on the property.
Mr. Fggessa admitted to some rebellion on his part in
delaying compliance to City standards, rationalizing his
preference for individuality. Mr. Eggessa provided
graphics to support his improvements to and his perceived
condition of the property. Mr. Eggessa advised that the
wood piles were necessary to provide heat for his home;
explained his collection of iron and plastic materials were
collected and sent to needy people in East Africa for
housing use; and cited continuing hostility from his
neighbor on the north side aggravating the situation.
Mr. Eggessa referenced the City's concerns regarding
perceived illegal material used on his driveway, stating
that he had solicited costs for resurfacing the driveway
with bituminous materials, and due to its length, were
estimated at $10,000, which made paving cost - prohibitive
for Mr. Eggessa in the City's time frame.
Mayor Kysylyczyn reiterated that the current discussion
was on Items 1 and 2, and encouraged Mr. Eggessa to
work with staff on his compliance in obtaining required
pets to avoid court action.
Seth Eggessa, 1992
Cleveland, Citation
Report
