A. <br />Agenda Section: <br />oonwnt <br />Item Description: Final contract acceptance of 2001 Contract B, W. Owasso Boulevard <br />Background: 2001 Contract B was awarded to T. AF Schifsky and Sons of North St. Paul, Minnesota <br />on May 14, 2001. The road reconstruction, rehabilitation, and pathway were constructed during the <br />summer of 2001. All final punch list items have been completed, and the contractor has requested final <br />payment. <br />2001 Contract B: west Owasso Boulevard Reconstruction <br />Segment 1: Oily of Roseville <br />P- ST- SW -01 -09 west Owasso Boulevard, Victoria Street to City Limits <br />Segment :pity of Shoreview <br />Prof ect 0 1 -0 1 Nest Owasso Boulevard, City Limits to North Owasso Blvd. <br />Policy objectives: City policy requires that the following items be completed to finalize a construction <br />contract+ <br />Certification from the City Engineer verifying that all of the work has been completed in accordance <br />with plans and specifications. <br />resolution by the City Council accepting the contract and beginning the one -year warranty. <br />Financial implications: W. Owasso Boulevard was a Ramsey County Turnback road that was added to <br />our Municipal State Aid roadway system in 1995. The contract financing as proposed in the feasibility <br />report approved by the City Council on February 21, 2001, was modified by the adoption of the new City <br />Assessment Policy on July 18, 2002. please see attached financing summary for details. <br />The final contract amount, $2,306,169-57 is $150,124.62 greater than the awarded amount of <br />$2,156,044.95. This represents an increase in contract of approximately 6.5%. 3.1%of this is due to <br />private driveway work paid for by property owners, and 3.4% is from change orders. <br />During the course of the reconstruction project, we worked with property owners, trying to address their <br />concerns. As is our practice, we addressed additional items brought to us by property owners, these <br />included drainage concerns, curb cuts, tree trimming, driveway slopes, sod installation, and wall <br />extensions. These extras added to plan quantities and were addressed through change orders. <br />
