5.2 Staff has reviewed the development proposal with regard to the criten'a in motion 1013.01 D of <br />the Roseville Zoning Ordinance and concludes the proposal meets theme criteria. Specifically, a <br />detached accessory building is a permitted use in an 1- I District. The proposed detached <br />garage will not create additional traffic nor the need for additional public - facilities. with proper <br />exterior building t trnent, i ge} and landscaping,, the building will not have an impact on <br />surrounding property or values. Thy appears to be no impact on general health, safety, and <br />public welfare. In addition} the project complies with the Comprehensive Plan designation as <br />low density residential uses. <br />6.0 STAFF RECOMMENDATION: <br />6.1 used on the informadon provided and the findings in Seefion 5 of this .project report, the <br />Community Development Staff" recommends approval of a CONDITIONAL USE PERMIT <br />for Ms. Mary Drown to allow the construction of a 949 square foot detached Accessory <br />building (garage) in the rear yard of property at 2185 St. Croix Street} subject to the following <br />conditions: <br />A. The detached accessory building being limited to a size not to exceed 949 square feet. The <br />existing building must be removed from the site. <br />B. Gutters being installed to properly direct storm water into the rear yard (east) and away from <br />2377 County Load B. <br />Windows being installed along the south building gall of the detached accessory building to <br />break up the linear mass as viewed from 377 County Read B. <br />D. The accessory building being setback a minimum of 5 feet from the 91de and rear property <br />line. <br />E. The parcel being limited to a maximum impervious coverage of 5,759 square feet. <br />F. The review and approval of a building permit bung consistent with the approved plans and <br />conditional use permit. <br />G. This conditional use permit shall expire 6 months after approval if a building permit has not <br />been issued (Section 1013.03). <br />7.0 PLANNING COMMISSION ACTION: <br />7.1 On July 9, 2003, the Roseville Planning Commission held the public head Y regmxkW the <br />r <br />Brown conditional use permit request.
