DRAFT MINUTE 07109/03 <br />Planning File 3493: Request by Mary Brown, 2185 St. Croix Street, for a <br />CONDITIONAL USE PERMIT to Section 1004.01A4 (requirements for Increased <br />Size) to allow construction of a 26 foot by 36.5 foot (949 square foot) detached accessory <br />building (garage) in the rear yard. <br />Chairman Troy Duncan opened the hearing and requested City planner Thomas paschke <br />to provide a verbal summary of the staff written report dated July 9, 2003. <br />Mr. Pascbke explained the proposal. Ms. Brown seeps to replace an aging detached <br />garage with a larger, more functional detached garage 'in a similar location of her rear <br />yard. The Brown home was originally built in 1 931 and is situated on an 80.99 foot wide <br />by 237.01 foot deep (19,196 square foot) parcel. This parcel has a rear yard allowance <br />(per City Code) of 972 square feet and an impervious coverage of 5,759 square feet. Mr. <br />Paschke has estimated the existing parcel includes a principal structure at 1,093 square <br />feet; a detached garage of 576 square feet; and driveway /sidewalk at 2.928 square feet, <br />for a total existing impervious coverage of 4,597 square feet. The proposal to remove the <br />existing detached garage and replace it with a larger (949 sq. fl.) detached garage will <br />increase the total impervious coverage on the parcel to 4, 70 square feet, which is below <br />the 5,759 square foot maximum allowed by the Code. He reviewed the Conditional Use <br />Permit criteria and found the project to be consistent with the criteria.. The Planning Staff <br />recommended approval with conditions. <br />Member Bakeman asked if the project met the west (rear) yard setback (yes). Chair <br />Duncan asked if the project was less than 864 square feet, would the project require a <br />variance? (no) What is the standard size of a 2 stall garage? (usually 22'x26' or 28') <br />The applicant was satisfied with the staff report. There was no public connnent offered. <br />Chairman Duncan closed the hearing. <br />Motion: Member Stone moved, second by Member Bakemaq to <br />recommend approval of CONDITIONAL USE PERNffT for Mary Brown, 2185 St. Croix <br />Street allowing the construction of a 949 square foot detached accessary building <br />(garage) on the premised, based on the comments and findings of Section 5 and 7 <br />conditions of Section 6 of the project report dated July 9, 2003. <br />Ayes: 5 <br />Nays: o <br />Motion carried. <br />
