EXTRACT of MINUTES of MEETING of THE <br />CITY COUNCIL of THE CITY of RO EVIT <br />Pursuant to due call and notice thereof, a regular m Ling of the City Council of the City of Roseville, <br />County of Rimmey, Minnesota, was held on the 2 1 st day of July, 2003, at :3 0 p.m. <br />The following members were present: <br />and the following were absent: <br />Council Member <br />inhuduced the following resolution and moved its adoption: <br />RE oLI,MON NO, <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR MARY BROWN,, <br />185 ST. CROIX STREET To ALLOW CONSTRUCTION of A 949 SQ,FT, DETA HED <br />ACCESSORY BUILDING (3493). <br />VvMRF,AS, Mary Brown has requested a Conditional Use Fern it in accordance with Section <br />1 004, 01A4 (Requirements for Increased Size) of the Roseville City Code to allow the construction a <br />6 foot by 36.5 foot (949 sq. fl.) detached accessory building (garage) in her rear yard; and <br />MTMREA , the Brown parcel is located at 2185 St. Croix Street, legally described as: <br />Fart of the North half of the east 237 ft. of Lot '4, Bloch 3, Todd's outlots, Ramsey County. <br />FIN: 08- 2 -23 -34 -0056 <br />wITFRBA , Section 1004.01A4 of the Roseville City ode requires a conditional use permit <br />for all accessory buildings over 864 sq. fl. up to a maxnnurn size of 1,008 sq., ft.; and <br />VVTF-REAS Section 1 004.01 A4 also contains the following criteria that all conditional use <br />penmits must be judged: Impact on traffic, Impacts on parks, streets and other public, facil hies, <br />Compatibility a�, f the site playa, internal circulation, landscaping and structure with contiguous <br />properties, Impact o, f the use on market valve of contiguous properties, Impact t on the general <br />public health, safety and welfare, Compatibility with the City s Comprehensive Plana. <br />VVMREA , the Community Development Department has concluded the following regarding <br />the Brown conditional use permit request: a detached accessory building is a permitted use in an X <br />District. The proposed detached garage will not mate additional die nor the need for additional <br />public facilities. with proper exterior building trea nt� drainage, and landscaping, the building will not <br />have an impact on ding property or values. There appears to be no innpact on general health, <br />safety, and public welfare. In addition, the project complies with the Comprehensive Plan designation <br />as low density residential uses; and <br />
