My E-41Z
DATE: E. 07/2 I l 03
ITEM NO.: VIE. A.
Department Approval, Manager Reviewed: Agenda Section:
Deports and
,a
Recommendations
Item Description,, Consider parking prohibition on Oakcrest Avenue from Fairview to Fry
Street
Background: This year's Pavement Management program included the Mill and Overlay of Oakcrest
Avenue between Fairview and Fry Street. In June, the Engineering Department received a petition
from residents in the James Addition Neighborhood ghborhood regarding parking along this segment of Oakcrest
Avenue. Currently parking is prohibited along the south side of this street. The petitioners request that
this restriction be moved to the north side of the street.
The main concern expressed by the petitioners is the visibility for cars exiting from the side streets
(Beacon, wheeler, Herschel, Aldine, Charlotte, and Fry Streets), onto Oakcrest Ave from the north.
Their position is that cars parked on the north side of the street at these intersections limit a drivers
ability to safely turn onto the street. However, if the parking were on the south side of the street, this
would not longer be an issue. Most of the petitioners live on these side streets,, however, 9 of the
property owners on the south side of the street did sign in support of the proposal.
The mailboxes for Oakcrest are located along the south side of the street. We spare with the Post
Office to get their comments. They would prefer that the parking restrictions not change for ease of
delivery. Postal regulations are that mailboxes should remain free of obstructions for 1 0 feet of
either side of the box; This would still leave room on the south side for garbing without blocking
. g
mailboxes.
Policy Objectives: It has been our practice in addressing neighborhood parking restrictions, to ask
the City Council to consider the request and pass no parking resolutions on a case by case basis.
Approval/ denial of the attached resolution prohibiting parking on the north side and allowing
parking on the south side of Oakerest Avenue between Fairview Ave and Fry Street.
Prepared by: Debra Bloom
