ke.._ L9&AH+_j <br />Request for Council Actia-ri <br />Date: July 21, 2003 <br />Item Number: <br />Department Approval Manager Approval Agenda Section <br />Item Description: <br />Communication <br />B ackgound <br />At its September 28, 2002 meeting the City Council directed staff to solicit proposals from recycling service <br />providers for residential service in 2003-2005. Council further required the proposals include a provision to <br />conduct a pilot program for single - stream recycling collection. <br />Single- strum recycling collection is a system in which all recyclable material is co- mingled into a single cart. <br />The carts are then emptied into a collection truck using an automated arm. <br />At its October 24, 2002 meeting the Public works and Transportation Commission recommended the proposal <br />from waste Management. They selected waste Management because it is the only company that offers single - <br />strearn recycling in Minnesota. The City Council approved that recommendation at its November 18, 200 <br />meeting. <br />Since then there have been significant changes in contracts between waste Management and other clues. Those <br />changes have forced waste Management to male drarnatic reductions and realigrnnents in its labor force, <br />Waste Management has spent sigruhcant time and resources in its reorganization. As a result it has not signed <br />the contract for recycling services Roseville sent to then in December 200 2. It also has not been able to meet <br />with Roseville employees to discuss the design of the pilot program, and no meeting date has been offered her <br />Waste Management. <br />Despite the fact that waste Management has not signed the contract it is abiding by the terms. For instance, it <br />has worked with staff to successfully implement recycling service at apartment and condominium complexes. <br />Financial jmplications <br />Waste Management has agreed to pay the layer and capital costs of conducting the single - stream pilot. <br />Roseville will pay for a survey of residents in the pilot program, <br />Council Action Requested <br />None requested; just an update. Staff will continue to update the Council about the status of waste <br />Management" s recycling operations in Roseville. <br />
