Impounding: Any police officer or other duly authorized person may order <br />any vehicle constituting a public nuisance to be immediately removed and/or <br />impounded. The impounded vehicle shall be surrendered to the duly identified <br />owner by the towing contractor only upon payment of the required impound, <br />towing and storage fees. (407.02n) <br />2. Sale: Notice and sale of any vehicle impounded under this Chapter shall be <br />conducted in accordance with Minnesota Statutes chapter 18B governing the <br />sale of abandoned motor vehicles. (407.02) <br />The obstruction of streets by any use of property abutting on a public street or sidewalk <br />or any use of a public street or sidewalk which causes large crowds of people to gather <br />obstructing traffic and the free use of public streets or sidewalks is a nuisance and a <br />violation of this Codes as are the following: (407.031) <br />A. obstruction or blocking of City -owned non - motorized pathways, sidewalks, or <br />designated bicycle routes, by any means, including, but not limited to, the parking <br />of vehicles or storage of snow, is prohibited. (7uio) <br />B. Dangers Attractive To Children: All dangerous, unguarded machinery, equipment <br />or other property in any public place or so situated or operated on private property <br />as to attract minor children. (4ozom) <br />C. Interfering With Drainage: P lacing entrance culverts or doing any act which may <br />alter or affect the drainage of public streets or alleys or the surface or grade of <br />public streets, alleys or sidewalks without proper permit. (407.03L) <br />D. repairing vehicles or Tires In Streets: Making repairs to motor vehicles of tires z <br />in public streets or alleys, excepting only emergency repairs when it will not <br />unduly impede or interfere with traffic.
