Continued Public Nearing for City Project UL-03-1 : Oakcrest Avenue <br />Streetlights <br />Background: On April 7, 2003, the City Council received a petition from Roseville Properties to <br />install additional street lights on Oakerest Avenue, from Prior Avenue to Fairview Avenue. On April <br />28,2003 the City council received the feasibility report that discussed the costs for the installation of <br />these street lights. The Council set a public improvement hearing for June 2, 2003, this p ublic <br />hearing was continued to July 2 1 st. <br />Our street light policy is as follows: In areas where overhead power is available, the City will cover <br />all of the costs to install a standard street light at intersections, curves in the road, hills and valleys in <br />the road, greater than 600 feet spacing, or at dead - ends /cul -de -sacs. we have required the consent of <br />all adjacent property owners to install one of these "administrative" lights. Xcel installs these lights <br />on existing wood pales, and then charges the City for the operating costs. Our current "standard" <br />streetlight is a cobra head fixture on a mast arm. Property owners make these requests about once or <br />twice a year. <br />We have had 22 "ornamental" street light project requests since 1 970, 3 of which were not <br />constructed. For the most part, these projects were initiated by property owners that were interested <br />in a higher than City standard level of lighting along their street. These additional locations or <br />upgraded fixtures were installed with 100% of the additional cost assessed to adjacent property <br />.. p p � <br />owners. Additional costs include, cast to burg power, new or upgraded pales, upgraded futures, and <br />additional energy costs for non - standard fixtures. This is how staff put together the costs for this <br />proj ect ' s feasibility report. <br />
