Regular City Council Minutes — 3/31103 <br />DRAFT Minutes - Page 4 <br />Mayor Kysylyczyn sought a specific recommendation <br />from Chief Sletner regarding the gun range. <br />Chief Sletner respectfully declined recognition as the <br />responsible person to make a decision regarding inclusion <br />of the gun range, citing the teamwork approach taken by <br />staff for the overall project; and deferred to Public Works <br />Director Duane Schwartz as the Project Manager. <br />Chief Sletner responded to Mayor Kysylyczyn's continued <br />queries regarding the construction budget, that if she were <br />required to choose, the impacts of losing locker room or <br />holding cell space were much more pertinent in her <br />perspective than the accessibility to an on -site firing range. <br />Chief Sletner advised that she had been in discussion with <br />the City of New Brighten and Washington/Ramsey <br />County regarding potential City use of their facilities <br />related to costs and logistics. <br />City Manager Beets, following repeatedly seeking <br />recognition by Mayor Kysylyczyn, was allowed to <br />comment regarding the proposed construction. City <br />Manager Beets stated that while each department had a <br />"wish list" of items they'd like to see included, they were <br />cognizant of the need for give and take to accomplish the <br />project and make it work most effectively for staff and the <br />public interests. Mr. Beets further stated that staff had <br />talon into consideration the changes in budget and <br />amenities since the project was initiated, and would be <br />prepared to present to the City Council at the Apn*l 7, 2003 <br />regular meeting the final proposed budged for both the <br />Public Safety and Public Works portions of the entire <br />project. Mr. Beets clarified that the itemized project <br />budget being prepared for Council review was not <br />inclusive of an on -site firing range; staring that in meetings <br />with Ramsey County, their facility is being built in part <br />with State funds, under the assumption that it has been ' <br />identified as a regional firing range. <br />City Manager Beets confirmed that, given access to the <br />
