Regular City Council Minutes — 3/31/03 <br />DRAFT ' Minutes - Page 5 <br />New Brighton, Anoka and Washington/Ramsey County <br />firing ranges, from acity -wide perspective, staff was not <br />recommending inclusion of an on -site firing range in the <br />building design at this time. <br />Councilmember Kough concurred with the staff <br />recommendation, recognizing the amount of research done <br />by staff and Councilmembers; and white recognizing the <br />advantages of an on -site firing range, gave consideration <br />to preferred joint agency cooperation in keeping costs <br />down (i.e., initial cost and interest; lead clean up <br />requirements; and private use of facility). <br />Kough moved, Maschka seconded, deletion of a city- <br />operated firing range from proposed construction plans. <br />Councilmember Maschka opined that, with pending <br />budget constraints, potential joint ventures should be given <br />consideration whenever possible; expressed his support of <br />the motion; and addressed the added reduction in facility <br />maintenance expenses by deleting the on -site firing range. <br />Councilmember Klausing concurred that joint agency use <br />made sense at this time; and questioned whether a motion <br />was necessary at this time, seeking direction from the City <br />Attorney. <br />Mayor Kysylyczyn responded to Councilmember <br />Klausing's request for a legal opinion, by stating that it <br />was the Roseville City Council that was responsible for <br />signing contracts, and approving Joint Powers Agreements <br />(JPA); opining that he was under the impression that <br />approval of a future JPA was inherent in the motion. <br />Councilmember Kough responded that his intent was to <br />approve future JPA's for firing range use. <br />Councilmember Klausing continued to seek comment of <br />City Manager Beets or City Attorney Scott Anderson. <br />Mayor Kysylyczyn requested an opinion from City <br />
