Executive Session and regular City Council }- 4/7/03 <br />DRAVIr Minutes — Page 21 <br />and advised that he would not limit his comments and <br />presentation to a specific time frame. Mayor Kysylyczyn <br />expressed disappointment that portions of the community <br />had apparently made a decision without having the facts <br />before them and without the advantage of a decision- <br />making process. <br />Mayor Kysylyczyn initiated his presentation from the <br />podium with an editorial from the April 6. 2003 issue of <br />the Star /Tribune, which was entitled, "Shorter, not <br />Longer" and spoke to public opinion. <br />Councilmember Klausing left the Council Chambers at <br />9:5$ p.m.; and when Mayor Kysylyczyn stopped his <br />presentation to await his return, Councilmember Klausing <br />suggested a brief recess; which was not recognized by <br />Mayor Kysylyczyn. Mayor Kysylyczyn awaited <br />Councilmember Klausing's return at 10:02 p.m. before <br />again beginning his presentation. <br />Mayor then read several humorous and memorable quotes <br />about government decision- making as examples of past <br />personal politics and personal vendettas, emphasizing his <br />desire to proceed with facts; and listed several questions <br />regarding the rationale in decision - making regarding the <br />primary election discussion to -date. <br />Mayor Kysylyczyn stated his desire for a public policy <br />position; and provided background information on the <br />City's implementation of a municipal Primary in the early <br />1970's and questioned whether conditions still exist <br />requiring Primary elections in Roseville; and proceeded to <br />present statistical and demographic information on <br />Primary and General elections in Roseville from 1971 <br />2001. <br />Mayor Kysylyczyn further provided a time line of <br />informational and discussion meetings held to -date on <br />Primary election issue, opining that only fifty percent <br />(50 %) of the process had been completed; again <br />emphasizing his desire for factual information versus <br />
